Adobe Premiere Elements 13 for Windows

I have been learning Adobe Premiere Elements 13 to offer you my clients a memorable event. Some days it’s easy & some days the computer just can’t take the large file/ram size so its slowing me down a bit. I hope to have a video posted by Monday if all things go well.

Does anyone have any helpful hints of what size computer this works best from or can I download the program onto an external hard drive?  I can only use one application while the program is running.  I’m using a Laptop w/Windows 7.
